Activities Concerning Stage Two, System Development (WBS 2000)

WBS 2100 – Stage Management

System Development Manager (SDM) reviewed plans and verified them. He elaborated a system development plan.  He briefed all the other experts, elaborated the first version of the GIS Conception Report. These activities were presented at the 1st and the 2nd SDSWG meetings.

In line with the contracted methodology a workgroup was established, named System Design Stage Working Group.

WBS 2200 – Business Analysis

The first version of the Business Analysis report was completed. The elaboration of a related report on EUROSTAT requirements was rescheduled to WBS 2500. It was recognised that EUROSTAT requirements not yet clarified are technical and GIS oriented. Therefore this task needs involvement of BlomInfo GIS experts and the report effects to the conceptual design.

WBS 2300 – Requirements Definition

The first version of the Requirements Definition report was completed.

WBS 2400 – Rapid Feasibility Study

The Rapid Feasibility Study was completed.

Activities Concerning Procurement of Reimbursables (WBS 8000)

WBS 8100 – Technical Specifications

Technical Specifications was completed.

WBS 8200 – Elaboration of ITT Dossier

The ITT dossiers were completed and handed over to CFCU.

WBS 8300 – Approving ITT Dossier

WBS 8310, “Waiting to response” was carried out.

Activities Concerning Project Marketing (WBS 7500)

WBS 7521 – Articles

Internet Page was launched and updated regularly.

WBS 7531 – Conferences

At GIS Conference, Szolnok presentation and article about the proceedings was completed.

Activities Concerning Quality Assurance (WBS 7400)

WBS 7410 – Elaborating Quality Plan

WBS 7410, Quality Plan is completed.

Most Important Information Concerning Parallel Activities at HCSO

Information on Vineyard and Orchard Census

  • The on-site surveys are planned to finish by the end of November 2001
  • Entering raw data of census is planned to finish by the end of February 2002
  • Data checking and verification is planned to finish by the end of March 2002

Information on Lot 1

  • The planned progress of design of Lot3 is ahead to Lot1.
  • HCSO and the Contractor of Lot1 accepts that the team of Lot3, BlomInfo provide the first draft of interfacing between IT systems of Lot1 and Lot3

Information on Lot 2

The project marketing activities of Lot 3 must be harmonised with Lot2.

The following list includes technical documents that were developed during the first quarter.

(1) Technical Specification of Digital Map

The document includes the technical specification of the digital map that is based on standards. There are two main components of the digital map. The first component includes transformed image files of some 5 000 index map sheets of Hungary. The second component is a data product that contains 500 000 Geo-code records. The specification includes the description of two components, technical and qualitative requirements and some special information on manufacturing.

(2) Invitation to Tender Dossier of Supply of Digital Map Product

The technical subject is presented above.

(3) Technical Specification of GIS Software

The document includes the technical specification of a statistics oriented GIS software and related training. There are three items, including GIS software and an extensive training course for programmers concerning programming GIS software.

(5) System Development Methodology for HCSO Agricultural Statistics Digital Map project

The document describes the system design methodology and forms the Planning document for Stage 2 (WBS 2000). It is based on our Technical proposal and the Inception Report.

This document is concerned with Planning of the System Design stage (stage 2), and is designed
to make the steps of the Systems Design stage clear; provide ToR / TDF for theplanned steps; identify and confirm the required design deliverables; provide outline Table of Contents for the deliverables.

(6) GIS Concept for HCSO

This document includes the GIS concept for HCSO that establishes the high-level vision and scope of the GIS. This covers the expected functionality, scope of data coverage, connectivity, and consider the update / maintenance.

(7) Quality Assurance of Manufacturing of Raster Map

This document describes the quality assurance of manufacturing (digitalizing, transforming) of raster map. Its object is the description of quality assurance system of raster files. The aim of this document is to give strict requirements to all concerned parties about fulfilment of quality control.

(8) Quality Assurance of Geo-coding

This document describes the quality assurance of geo-coding. Its object is the description of quality assurance system of geo-coding. The aim of this document is to give strict requirements to all concerned parties about fulfilment of quality control.

(9) System Requirements Specification

This report precisely defines the functionality of the HCSO Digital Map and the business processes, which must be supported by the system. The requirements definition is considering business processes, data requirements, technology, furthermore categories of functionality, definition
of main functions of the system.

(10) Project Quality Assurance Plan

This document is the Quality Assurance Plan aiming at the development of the Digital Map System for HCSO. The purpose of the development is to define the quality assurance practices of the project and to submit the information regarding the planned activities. This document is based on the
BlomInfo Technical Proposal, Annex B of the contract and the Inception Report.

The main issues elaborated in the document are as follows: definition of the quality assurance activity and the main concepts; list of the relevant official documents; description of the planned quality assurance activity; specification of the products subject to the quality assurance responsibility; change management convention; configuration management; problem report management convention; definition of the quality assurance related documentation.
